We're still chasing pricing for the Joy-Con steering wheel, but we do know in the UK a double pack – one for each controller – retail for around £13.99 (approximately $17 USD or $22 AUD).
The slightly revamped steering wheel works in a similar fashion to that of its Wii U counterpart. Namely, you place a Joy-Con at the centre of the wheel to allow for motion-controlled racing.
